Some results on the Computerized Counter in the countries of the Abidjan-Lagos Corridor in 2016

OCAL has developed a methodology for collecting data on project performance indicators. This methodology was then validated by all of the five countries implementing the Project.

The data collection system set up by OCAL is based on routine collection which is done by the focal points recruited from the partner administrations of the Project (Customs, Police, Ports, Public Works, UFLS), from the sector private (carriers, truckers, consignees, freight forwarders and handlers) and periodic surveys (Observatory of Abnormal Practices, studies on IRI, second generation surveillance surveys of HIV).

This year 6 report covers the period from July 2015 to June 2016. It follows on from the year 5 report which ran from July 2014 to June 2015. It takes stock of the state of progress in the implementation of the PFCTAL and the Accra Memorandum of Understanding signed in 2007. It thus traces on the one hand the behavior of the project performance indicators during this period, and on the other hand the constraints encountered and the recommendations made with a view to improving the performance of the Abidjan-Lagos Corridor. It constitutes the last report produced within the framework of the implementation of this project for the Phase 1 countries, namely, Ghana, Togo and Benin.

The evolution of performance indicators for the period July 2015 - June 2016 is as follows:

Computerized and operational Single Window indicator at ports

Ivory Coast

Regarding the implementation of the Single Window for Foreign Trade (GUCE) entrusted to WEBB FONTAINE Côte d´Ivoire, the following achievements are recorded:

The manifests are transmitted by the consignees to the GUCE which transfers them to the actors including the Customs. The e-Manifest module is operational.

The automated submission of the Customs Declaration becomes effective.

Thus, the Module is delivered and operational for the IM 4000, EX 1000 and EX 3000 regimes.

With regard to Prior Import Authorizations, the Module is Finalized and used by three ministries (Health, Agriculture and, Animal and Fisheries Resources).

For Electronic Payment, the e-Payment Module is finalized and the Accounts are opened at the BNI. The Cash payment of declarations and certificates is ready to start. Government authorization is awaited for the effective payment of Duties and Taxes through commercial banks.

Four (4) port modules are planned (online manifest, stopover management, removal of goods, electronic payment).

The training continues and the transfer of technology by WEBB FONTAINE to Ivorian Customs is underway with the IT Department.

Regarding the land border of Noah, the Single Window is operational.

Togo

The BUREAU VERITAS BIVAC BV / SOGET SA GROUP has been appointed by the Togolese Government to implement the GUCE. The single window is set up. The maritime phase, land border posts and the air phase are generalized and operating normally. The functions used by the actors and which are generalized are:

Import and export by container, all customs procedures.

The transfer and unloading of containers in Store and Customs Clearance Area (MAD),

Abductions under hoist,

Bulk and conventional,

Ro-Ro (new vehicles),

The payment of duties and taxes is made in the banks UTB, ECOBANK and ORABANK

The Single Window is installed and operational at the Kodjoviakopé Customs Office on the border between Togo and Ghana. In addition, the Single Window is functional in Sanvee Condji (border Togo - Benin).

Benign

The GU of the port of Cotonou has been set up and is operational. Thus, all port operations are processed by the GU of the port of Cotonou. Improvements are continuing to improve the services.

Following a decision by the Council of Ministers, an amendment to the contract authorizes SOGET to integrate the dematerialization of authorizations and procedures into the Single Window. All operations relating to the passage of goods at the port of Cotonou Import / Export are managed by the Single Window. The dematerialization of the authorizations of the Ministries and Technical Directorates is now effective. Benin now has a Single Window for Foreign Trade Operations (GUOCE).

The Single Window installed on the Hillacondji border (Benin - Togo) is operational.

Nigeria: The Government recruited the consultant WESTBLUE CONSULTING who, after study, proceeded during a workshop to the restitution of his report on December 11 and 12, 2012 in Abuja. A call for tenders is launched by the Government to recruit an operator responsible for the implementation of the Single Window. The counting of
